MOORE, Justice. This case concerns a public construction project to improve the airport runway in Ruby, Alaska. The project suffered from
design and material problems, and the contractor never completed the work. The contractor filed a claim against the State
Department of Transportation and Public Facilities ("DOTPF") for additional compensation, and DOTPF sought liquidated damages
from the contractor. The superior court, Judge James R. Blair, entered summary judgment for DOTPF, and the contractor appealed.
We affirm.
